I’ve been trying to “steal” a fighter that contrary to the one’s from the scouting tab but have never had any luck. Is it even possible to take a fighter away from another agency?

It is theoretically possible in some instances. However it is for the moment extremely rare.
Our aim is to dial up the probability more but want to do with the possibility existing of fighters being poached by other manager/promoters.
For obvious reasons we have been careful with that one as our email are already bulging and the day when carefully developed fighters just up and leave will no doubt provoke “some comment”.
I imagine we will step it up first off with offers from promoters for both fighter and fight offers.
