Yeah, it’s a bug. Sometimes happens with regional titles.
Okays thank you, is there a fix or nah? 
There is a number of hot fixes in the options but I don’t believe any fix this issue. It pops up from time to time. It’s been looked at a few times by devs, I don’t think it’s an easy fix.
I think what happens is a belt stays ‘vacant’ resulting in numerous champs. It only affects regional titles so iv never really seen it as a huge deal, although I get it’s annoying in terms of realism.
We have again looked at why this got reintroduced and why the fix doesn’t work. We aim to resolve in next update.
